An analysis on what the rising ethnic nationalism among the historically powerful Amhara means for the country’s future.

Amba Giorgis, Ethiopia – Etenesh* sits alone on a worn cow skin in her mud-walled home in Amba Giorgis, a small Ethiopian market town in the northerly Amhara region. Her husband, a merchant, was arrested early in November, due to his alleged participation in anti-government protests over the last few months.

“He was taken to a military camp,” says Etenesh, a mother of two who sells coffee to farmers from her shack. “I know that because he called me twice.”

She does not know when, or if, he will come back, but she does know that life without the family’s primary breadwinner is tough. “It’s just me now, trying to provide for my kids.”

Talk of arrests is prevalent in Amba Giorgis, which is part of the North Gondar district experiencing clashes between armed farmers and the military.

On the edge of town, government soldiers man a new checkpoint. They moved into a road construction camp, following the declaration of a sweeping state of emergency on October 8 in response to the unrest among Ethiopia’s two largest ethnic groups: the Oromo, who make up around one-third of the population, and the Amhara.

On July 31, residents of Gondar, which is around 700km north of the capital, Addis Ababa, came out to demonstrate amid a long-standing territorial dispute with the neighbouring Tigray region. During Ethiopia’s transition from a unitary to a federal state in the early 1990s, some Amhara claim they lost territory to Tigrayans when the country was restructured along ethnolinguistic lines.

The demonstrations have been used as a platform to voice discontent over alleged government repression of the Amhara as well as to promote a budding ethnic nationalism among them. The Amhara are the second-largest ethnic group in Ethiopia, constituting 27 percent in the country of nearly 100 million people.

The ruling coalition, the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF), is a grouping of four ethnic-based parties, including Oromo, Amhara and Tigray parties. The Tigray People’s Liberation Front ( TPLF), is the founder of the EPRDF and is perceived to be the powerhouse  of the coalition, even though Tigrayans represent just six percent of the population.

Pro-TPLF  commentators believe that the Amhara wing of the coalition, the Amhara National Democratic Movement, gave its blessing to the Gondar protest as part of an attempt to reduce TPLF dominance. But events gathered momentum, when the sentiments on display in Gondar reverberated in the following weeks, as thousands of ethnic Amhara hit the streets in towns like Amba Giorgis.

During the protests, slogans reflected a sense of victimisation.

“Being an Amhara is not a crime,” read one. “Respect Amharaness,” said another.

Properties associated with the ruling coalition were attacked, and the main road leading to the tourist-magnet Simien Mountains was blockaded.

The government’s emergency decree, which, among other things, bans most political activity, including watching opposition satellite channels, has seen tens of thousands detained on suspicion of being party to the unrest.

“Some 11,607 individuals have so far been detained in six prisons, of which 347 are female, in connection with the state of emergency declared in the country,” official Taddesse Hordofa said in a televised statement on November 12 after the state of emergency was implemented.

The measure has returned a degree of order to Ethiopia. However, underlying issues remain.

Split identity

The Amhara held privileged positions during the imperial era that ended with Emperor Haile Selassie’s overthrow in 1974. Some EPRDF’s federalists insist that they remain loyal to ideas from that time and are suspicious of the current arrangement.

For hundreds of years, the language and culture of Ethiopia’s imperial courts was Amharic and, for many, advancement in career or social status depended on assimilating to it and many ambitious members of other ethnicities adopted Amhara customs.

By the 20th century, the Amhara culture had become the culture of the educated and of urban “elites” who were often ethnically mixed, according to the historian, Takkle Taddese. As a result, the Amhara can be seen as “a supra ethnically conscious ethnic Ethiopian serving as the pot in which all the other ethnic groups are supposed to melt,” writes Taddese in his essay, titled: Do the Amharas Exist as a Distinct Ethnic Group?

When the EPRDF came to power in 1991 and ushered in federalism, the Amhara were treated just as any other ethnic group: a collection of people with their own identity and territory – a premise with which proponents of contemporary Amhara nationalism agree.

The Amhara have existed as a distinct community for thousands of years, fulfilling “all the basic markers of an ethnic group: distinct language, distinct culture, collective national memory and experience and so forth”, argues Wondwosen Tafesse, an academic based in Norway and a commentator on Amhara issues.

But even with surging ethnic assertiveness, many Amhara are still likely to give precedence to pan-Ethiopian identity, as Amhara nationalism is not an end in itself, according to Wondwosen.

Rather, it is a reaction to “fend off multiple attacks, real and imagined”, he says. The expulsion in 2013 of thousands of Amharas by regional officials from Southern People’s Regional State and Benishangul-Gumuz , according to a report by The Human Rights Congress of Ethiopia, is raised to support allegations that the government deliberatelytargets ethnic Amharas.

Even with a growing sense of ethnic nationalism, pan-Ethiopian nationalism still enjoys wider acceptance among the Amhara elites, argues Chalachew Taddese, a contributor for Wazema, a non-profit radio station founded by exiled Ethiopian journalists based in Europe and the United States. Amhara nationalists, therefore, have to tackle those who see an excessive ethnic focus as compromising the nation’s integrity.

Taddese says two factors have contributed to the increase in Amhara identity: “A growing perception of ethnic discrimination” by the government and “persistent anti-Amhara campaigns” by Oromo elites, who portray the group as “a historical coloniser and victimiser of all other ethnic groups”.

If Amhara nationalism grows in prominence, the relationship with Oromo nationalism might be decisive for the country’s future.

During the protests, Oromo and Amhara nationalists displayed signs of solidarity in the face of what they believed to be a common enemy: the TPLF. But, there were always questions   about the camaraderie and whether it was meaningful and sustainable.

The Oromo rose up in November 2015 amid complaints that they have been politically and economically marginalised under a federal system that promised them autonomy. The protests were a testament to a reinvigorated Oromo nationalism.

Unlike its nascent Amhara equivalent, Oromo nationalism goes back a half-century, with an established ideology, institutions and aspirations.

Any secessionist Oromo tendencies cause alarm among Amharas, who promote their identity within a multinational Ethiopia.

But Oromo nationalism is also predicated upon alleged persecution by Amhara elites during the imperial era. Accordingly, Amhara nationalism, if it solidifies, “will be forced to counteract the narratives of Oromo elites”, Chalachew says.

One battleground will be the legacy of Menelik II, a late 19th-century emperor whose military campaigns shaped the boundaries of modern Ethiopia. Oromo nationalists, who want to remove his statue in the heart of Addis Ababa, see him as an Amhara imperialist conqueror.

Amid these immediate and pressing challenges, the rise in Amhara nationalism creates more turbulence in the region, raising questions that no one yet seems able to answer.

The Full Transcript of President Obama’s Farewell Speech

Here is an unedited transcript of President Obama’s prepared remarks during his farewell address in Chicago, as provided by the White House.

It’s good to be home.  My fellow Americans, Michelle and I have been so touched by all the well-wishes we’ve received over the past few weeks.  But tonight it’s my turn to say thanks.  Whether we’ve seen eye-to-eye or rarely agreed at all, my conversations with you, the American people – in living rooms and schools; at farms and on factory floors; at diners and on distant outposts – are what have kept me honest, kept me inspired, and kept me going.  Every day, I learned from you.  You made me a better president, and you made me a better man.

I first came to Chicago when I was in my early 20s, still trying to figure out who I was; still searching for a purpose to my life.  It was in neighborhoods not far from here where I began working with church groups in the shadows of closed steel mills.  It was on these streets where I witnessed the power of faith, and the quiet dignity of working people in the face of struggle and loss.  This is where I learned that change only happens when ordinary people get involved, get engaged, and come together to demand it.

After eight years as your president, I still believe that.  And it’s not just my belief.  It’s the beating heart of our American idea – our bold experiment in self-government.

It’s the conviction that we are all created equal, endowed by our creator with certain unalienable rights, among them life, liberty, and the pursuit of happiness.

It’s the insistence that these rights, while self-evident, have never been self-executing; that we, the people, through the instrument of our democracy, can form a more perfect union.

This is the great gift our Founders gave us.  The freedom to chase our individual dreams through our sweat, toil, and imagination – and the imperative to strive together as well, to achieve a greater good.

For 240 years, our nation’s call to citizenship has given work and purpose to each new generation.  It’s what led patriots to choose republic over tyranny, pioneers to trek west, slaves to brave that makeshift railroad to freedom.  It’s what pulled immigrants and refugees across oceans and the Rio Grande, pushed women to reach for the ballot, powered workers to organize.  It’s why GIs gave their lives at Omaha Beach and Iwo Jima; Iraq and Afghanistan – and why men and women from Selma to Stonewall were prepared to give theirs as well.

So that’s what we mean when we say America is exceptional.  Not that our nation has been flawless from the start, but that we have shown the capacity to change, and make life better for those who follow.

Yes, our progress has been uneven.  The work of democracy has always been hard, contentious and sometimes bloody.  For every two steps forward, it often feels we take one step back.  But the long sweep of America has been defined by forward motion, a constant widening of our founding creed to embrace all, and not just some.

If I had told you eight years ago that America would reverse a great recession, reboot our auto industry, and unleash the longest stretch of job creation in our history…if I had told you that we would open up a new chapter with the Cuban people, shut down Iran’s nuclear weapons program without firing a shot, and take out the mastermind of 9/11…if I had told you that we would win marriage equality, and secure the right to health insurance for another 20 million of our fellow citizens – you might have said our sights were set a little too high.

But that’s what we did.  That’s what you did.  You were the change.  You answered people’s hopes, and because of you, by almost every measure, America is a better, stronger place than it was when we started.

In 10 days, the world will witness a hallmark of our democracy:  the peaceful transfer of power from one freely elected president to the next.  I committed to President-elect Trump that my administration would ensure the smoothest possible transition, just as President Bush did for me.  Because it’s up to all of us to make sure our government can help us meet the many challenges we still face.

We have what we need to do so.  After all, we remain the wealthiest, most powerful, and most respected nation on Earth.  Our youth and drive, our diversity and openness, our boundless capacity for risk and reinvention mean that the future should be ours.

But that potential will be realized only if our democracy works.  Only if our politics reflects the decency of the our people.  Only if all of us, regardless of our party affiliation or particular interest, help restore the sense of common purpose that we so badly need right now.

That’s what I want to focus on tonight – the state of our democracy.

Understand, democracy does not require uniformity.  Our founders quarreled and compromised, and expected us to do the same. But they knew that democracy does require a basic sense of solidarity – the idea that for all our outward differences, we are all in this together; that we rise or fall as one.

There have been moments throughout our history that threatened to rupture that solidarity.  The beginning of this century has been one of those times.  A shrinking world, growing inequality; demographic change and the specter of terrorism – these forces haven’t just tested our security and prosperity, but our democracy as well.  And how we meet these challenges to our democracy will determine our ability to educate our kids, and create good jobs, and protect our homeland.

In other words, it will determine our future.

Our democracy won’t work without a sense that everyone has economic opportunity.  Today, the economy is growing again; wages, incomes, home values, and retirement accounts are rising again; poverty is falling again.  The wealthy are paying a fairer share of taxes even as the stock market shatters records.  The unemployment rate is near a ten-year low.  The uninsured rate has never, ever been lower.  Health care costs are rising at the slowest rate in fifty years.  And if anyone can put together a plan that is demonstrably better than the improvements we’ve made to our health care system – that covers as many people at less cost – I will publicly support it.

That, after all, is why we serve – to make people’s lives better, not worse.

But for all the real progress we’ve made, we know it’s not enough.  Our economy doesn’t work as well or grow as fast when a few prosper at the expense of a growing middle class.  But stark inequality is also corrosive to our democratic principles.  While the top one percent has amassed a bigger share of wealth and income, too many families, in inner cities and rural counties, have been left behind – the laid-off factory worker; the waitress and health care worker who struggle to pay the bills – convinced that the game is fixed against them, that their government only serves the interests of the powerful – a recipe for more cynicism and polarization in our politics.

There are no quick fixes to this long-term trend.  I agree that our trade should be fair and not just free.  But the next wave of economic dislocation won’t come from overseas.  It will come from the relentless pace of automation that makes many good, middle-class jobs obsolete.

And so we must forge a new social compact – to guarantee all our kids the education they need; to give workers the power to unionize for better wages; to update the social safety net to reflect the way we live now and make more reforms to the tax code so corporations and individuals who reap the most from the new economy don’t avoid their obligations to the country that’s made their success possible.  We can argue about how to best achieve these goals.  But we can’t be complacent about the goals themselves.  For if we don’t create opportunity for all people, the disaffection and division that has stalled our progress will only sharpen in years to come.

There’s a second threat to our democracy – one as old as our nation itself.  After my election, there was talk of a post-racial America.  Such a vision, however well-intended, was never realistic.  For race remains a potent and often divisive force in our society.  I’ve lived long enough to know that race relations are better than they were ten, or twenty, or thirty years ago – you can see it not just in statistics, but in the attitudes of young Americans across the political spectrum.

But we’re not where we need to be.  All of us have more work to do.  After all, if every economic issue is framed as a struggle between a hardworking white middle class and undeserving minorities, then workers of all shades will be left fighting for scraps while the wealthy withdraw further into their private enclaves.  If we decline to invest in the children of immigrants, just because they don’t look like us, we diminish the prospects of our own children – because those brown kids will represent a larger share of America’s workforce.  And our economy doesn’t have to be a zero-sum game.  Last year, incomes rose for all races, all age groups, for men and for women.

Going forward, we must uphold laws against discrimination – in hiring, in housing, in education and the criminal justice system.  That’s what our Constitution and highest ideals require.  But laws alone won’t be enough.  Hearts must change.  If our democracy is to work in this increasingly diverse nation, each one of us must try to heed the advice of one of the great characters in American fiction, Atticus Finch, who said “You never really understand a person until you consider things from his point of view…until you climb into his skin and walk around in it.”

For blacks and other minorities, it means tying our own struggles for justice to the challenges that a lot of people in this country face – the refugee, the immigrant, the rural poor, the transgender American, and also the middle-aged white man who from the outside may seem like he’s got all the advantages, but who’s seen his world upended by economic, cultural, and technological change.

For white Americans, it means acknowledging that the effects of slavery and Jim Crow didn’t suddenly vanish in the ‘60s; that when minority groups voice discontent, they’re not just engaging in reverse racism or practicing political correctness; that when they wage peaceful protest, they’re not demanding special treatment, but the equal treatment our Founders promised.

For native-born Americans, it means reminding ourselves that the stereotypes about immigrants today were said, almost word for word, about the Irish, Italians, and Poles.  America wasn’t weakened by the presence of these newcomers; they embraced this nation’s creed, and it was strengthened.

So regardless of the station we occupy; we have to try harder; to start with the premise that each of our fellow citizens loves this country just as much as we do; that they value hard work and family like we do; that their children are just as curious and hopeful and worthy of love as our own.

None of this is easy.  For too many of us, it’s become safer to retreat into our own bubbles, whether in our neighborhoods or college campuses or places of worship or our social media feeds, surrounded by people who look like us and share the same political outlook and never challenge our assumptions.  The rise of naked partisanship, increasing economic and regional stratification, the splintering of our media into a channel for every taste – all this makes this great sorting seem natural, even inevitable.  And increasingly, we become so secure in our bubbles that we accept only information, whether true or not, that fits our opinions, instead of basing our opinions on the evidence that’s out there.

This trend represents a third threat to our democracy.  Politics is a battle of ideas; in the course of a healthy debate, we’ll prioritize different goals, and the different means of reaching them.  But without some common baseline of facts; without a willingness to admit new information, and concede that your opponent is making a fair point, and that science and reason matter, we’ll keep talking past each other, making common ground and compromise impossible.

Isn’t that part of what makes politics so dispiriting?  How can elected officials rage about deficits when we propose to spend money on preschool for kids, but not when we’re cutting taxes for corporations?  How do we excuse ethical lapses in our own party, but pounce when the other party does the same thing?  It’s not just dishonest, this selective sorting of the facts; it’s self-defeating.  Because as my mother used to tell me, reality has a way of catching up with you.

Take the challenge of climate change.  In just eight years, we’ve halved our dependence on foreign oil, doubled our renewable energy, and led the world to an agreement that has the promise to save this planet.  But without bolder action, our children won’t have time to debate the existence of climate change; they’ll be busy dealing with its effects: environmental disasters, economic disruptions, and waves of climate refugees seeking sanctuary.

Now, we can and should argue about the best approach to the problem.  But to simply deny the problem not only betrays future generations; it betrays the essential spirit of innovation and practical problem-solving that guided our Founders.

It’s that spirit, born of the Enlightenment, that made us an economic powerhouse – the spirit that took flight at Kitty Hawk and Cape Canaveral; the spirit that that cures disease and put a computer in every pocket.

It’s that spirit – a faith in reason, and enterprise, and the primacy of right over might, that allowed us to resist the lure of fascism and tyranny during the Great Depression, and build a post-World War II order with other democracies, an order based not just on military power or national affiliations but on principles – the rule of law, human rights, freedoms of religion, speech, assembly, and an independent press.

That order is now being challenged – first by violent fanatics who claim to speak for Islam; more recently by autocrats in foreign capitals who see free markets, open democracies, and civil society itself as a threat to their power.  The peril each poses to our democracy is more far-reaching than a car bomb or a missile.  It represents the fear of change; the fear of people who look or speak or pray differently; a contempt for the rule of law that holds leaders accountable; an intolerance of dissent and free thought; a belief that the sword or the gun or the bomb or propaganda machine is the ultimate arbiter of what’s true and what’s right.

Because of the extraordinary courage of our men and women in uniform, and the intelligence officers, law enforcement, and diplomats who support them, no foreign terrorist organization has successfully planned and executed an attack on our homeland these past eight years; and although Boston and Orlando remind us of how dangerous radicalization can be, our law enforcement agencies are more effective and vigilant than ever.  We’ve taken out tens of thousands of terrorists – including Osama bin Laden.  The global coalition we’re leading against ISIL has taken out their leaders, and taken away about half their territory.  ISIL will be destroyed, and no one who threatens America will ever be safe.  To all who serve, it has been the honor of my lifetime to be your Commander-in-Chief.

But protecting our way of life requires more than our military.  Democracy can buckle when we give in to fear.  So just as we, as citizens, must remain vigilant against external aggression, we must guard against a weakening of the values that make us who we are.  That’s why, for the past eight years, I’ve worked to put the fight against terrorism on a firm legal footing.  That’s why we’ve ended torture, worked to close Gitmo, and reform our laws governing surveillance to protect privacy and civil liberties.  That’s why I reject discrimination against Muslim Americans.  That’s why we cannot withdraw from global fights – to expand democracy, and human rights, women’s rights, and LGBT rights – no matter how imperfect our efforts, no matter how expedient ignoring such values may seem.  For the fight against extremism and intolerance and sectarianism are of a piece with the fight against authoritarianism and nationalist aggression.  If the scope of freedom and respect for the rule of law shrinks around the world, the likelihood of war within and between nations increases, and our own freedoms will eventually be threatened.

So let’s be vigilant, but not afraid.  ISIL will try to kill innocent people.  But they cannot defeat America unless we betray our Constitution and our principles in the fight.  Rivals like Russia or China cannot match our influence around the world – unless we give up what we stand for, and turn ourselves into just another big country that bullies smaller neighbors.

Which brings me to my final point – our democracy is threatened whenever we take it for granted.  All of us, regardless of party, should throw ourselves into the task of rebuilding our democratic institutions.  When voting rates are some of the lowest among advanced democracies, we should make it easier, not harder, to vote.  When trust in our institutions is low, we should reduce the corrosive influence of money in our politics, and insist on the principles of transparency and ethics in public service.  When Congress is dysfunctional, we should draw our districts to encourage politicians to cater to common sense and not rigid extremes.

And all of this depends on our participation; on each of us accepting the responsibility of citizenship, regardless of which way the pendulum of power swings.

Our Constitution is a remarkable, beautiful gift.  But it’s really just a piece of parchment.  It has no power on its own.  We, the people, give it power – with our participation, and the choices we make.  Whether or not we stand up for our freedoms.  Whether or not we respect and enforce the rule of law.  America is no fragile thing.  But the gains of our long journey to freedom are not assured.

In his own farewell address, George Washington wrote that self-government is the underpinning of our safety, prosperity, and liberty, but “from different causes and from different quarters much pains will be taken…to weaken in your minds the conviction of this truth;” that we should preserve it with “jealous anxiety;” that we should reject “the first dawning of every attempt to alienate any portion of our country from the rest or to enfeeble the sacred ties” that make us one.

We weaken those ties when we allow our political dialogue to become so corrosive that people of good character are turned off from public service; so coarse with rancor that Americans with whom we disagree are not just misguided, but somehow malevolent.  We weaken those ties when we define some of us as more American than others; when we write off the whole system as inevitably corrupt, and blame the leaders we elect without examining our own role in electing them.

It falls to each of us to be those anxious, jealous guardians of our democracy; to embrace the joyous task we’ve been given to continually try to improve this great nation of ours.  Because for all our outward differences, we all share the same proud title:  Citizen.

Ultimately, that’s what our democracy demands.  It needs you.  Not just when there’s an election, not just when your own narrow interest is at stake, but over the full span of a lifetime.  If you’re tired of arguing with strangers on the internet, try to talk with one in real life.  If something needs fixing, lace up your shoes and do some organizing.  If you’re disappointed by your elected officials, grab a clipboard, get some signatures, and run for office yourself.  Show up.  Dive in.  Persevere.  Sometimes you’ll win.  Sometimes you’ll lose.  Presuming a reservoir of goodness in others can be a risk, and there will be times when the process disappoints you.  But for those of us fortunate enough to have been a part of this work, to see it up close, let me tell you, it can energize and inspire.  And more often than not, your faith in America – and in Americans – will be confirmed.

Mine sure has been.  Over the course of these eight years, I’ve seen the hopeful faces of young graduates and our newest military officers.  I’ve mourned with grieving families searching for answers, and found grace in Charleston church.  I’ve seen our scientists help a paralyzed man regain his sense of touch, and our wounded warriors walk again.  I’ve seen our doctors and volunteers rebuild after earthquakes and stop pandemics in their tracks.  I’ve seen the youngest of children remind us of our obligations to care for refugees, to work in peace, and above all to look out for each other.

That faith I placed all those years ago, not far from here, in the power of ordinary Americans to bring about change – that faith has been rewarded in ways I couldn’t possibly have imagined.  I hope yours has, too.  Some of you here tonight or watching at home were there with us in 2004, in 2008, in 2012 – and maybe you still can’t believe we pulled this whole thing off.

You’re not the only ones.  Michelle – for the past twenty-five years, you’ve been not only my wife and mother of my children, but my best friend.  You took on a role you didn’t ask for and made it your own with grace and grit and style and good humor.  You made the White House a place that belongs to everybody.  And a new generation sets its sights higher because it has you as a role model.  You’ve made me proud.  You’ve made the country proud.

Malia and Sasha, under the strangest of circumstances, you have become two amazing young women, smart and beautiful, but more importantly, kind and thoughtful and full of passion.  You wore the burden of years in the spotlight so easily.  Of all that I’ve done in my life, I’m most proud to be your dad.

To Joe Biden, the scrappy kid from Scranton who became Delaware’s favorite son:  you were the first choice I made as a nominee, and the best.  Not just because you have been a great Vice President, but because in the bargain, I gained a brother.  We love you and Jill like family, and your friendship has been one of the great joys of our life.

To my remarkable staff:  For eight years – and for some of you, a whole lot more – I’ve drawn from your energy, and tried to reflect back what you displayed every day: heart, and character, and idealism.  I’ve watched you grow up, get married, have kids, and start incredible new journeys of your own.  Even when times got tough and frustrating, you never let Washington get the better of you.  The only thing that makes me prouder than all the good we’ve done is the thought of all the remarkable things you’ll achieve from here.

And to all of you out there – every organizer who moved to an unfamiliar town and kind family who welcomed them in, every volunteer who knocked on doors, every young person who cast a ballot for the first time, every American who lived and breathed the hard work of change – you are the best supporters and organizers anyone could hope for, and I will forever be grateful.  Because yes, you changed the world.

That’s why I leave this stage tonight even more optimistic about this country than I was when we started.  Because I know our work has not only helped so many Americans; it has inspired so many Americans – especially so many young people out there – to believe you can make a difference; to hitch your wagon to something bigger than yourselves.  This generation coming up – unselfish, altruistic, creative, patriotic – I’ve seen you in every corner of the country.  You believe in a fair, just, inclusive America; you know that constant change has been America’s hallmark, something not to fear but to embrace, and you are willing to carry this hard work of democracy forward.  You’ll soon outnumber any of us, and I believe as a result that the future is in good hands.

My fellow Americans, it has been the honor of my life to serve you.  I won’t stop; in fact, I will be right there with you, as a citizen, for all my days that remain.  For now, whether you’re young or young at heart, I do have one final ask of you as your President – the same thing I asked when you took a chance on me eight years ago.

I am asking you to believe.  Not in my ability to bring about change – but in yours.

I am asking you to hold fast to that faith written into our founding documents; that idea whispered by slaves and abolitionists; that spirit sung by immigrants and homesteaders and those who marched for justice; that creed reaffirmed by those who planted flags from foreign battlefields to the surface of the moon; a creed at the core of every American whose story is not yet written:

Yes We Can.

Yes We Did.

Yes We Can.

10 Conflicts to Watch in 2017-Crisis Group

The world is entering its most dangerous chapter in decades. The sharp uptick in war over recent years is outstripping our ability to cope with the consequences. From the global refugee crisis to the spread of terrorism, our collective failure to resolve conflict is giving birth to new threats and emergencies. Even in peaceful societies, the politics of fear is leading to dangerous polarization and demagoguery.

It is against this backdrop that Donald Trump was elected the next president of the United States — unquestionably the most important event of last year and one with far-reaching geopolitical implications for the future. Much has been said about the unknowns of Trump’s foreign-policy agenda. But one thing we do know is that uncertainty itself can be profoundly destabilizing, especially when it involves the most powerful actor on the global stage. Already, jittery allies from Europe to East Asia are parsing Trump’s tweets and casual bluster. Will he cut a deal with Russia over the heads of Europeans? Will he try to undo the Iran nuclear accord? Is he seriously proposing a new arms race?

Who knows? And that is precisely the problem.

The last 60 years have suffered their share of crises, from Vietnam to Rwanda to the Iraq War. But the vision of a cooperative international order that emerged after World War II, championed and led by the United States, has structured relations between major powers since the end of the Cold War.

That order was in flux even before Trump won the election. The retrenchment of Washington, for both good and ill, began during Barack Obama’s presidency. But Obama worked to shore up international institutions to fill the gap. Today, we can no longer assume that a United States shaped by “America first” will provide the bricks and mortar of the international system. U.S. hard power, when not accompanied and framed by its soft power, is more likely to be perceived as a threat rather than the reassurance that it has been for many.

An international system guided by short-term deal-making is unlikely to be stable.

In Europe, uncertainty over the new U.S. political posture is compounded by the messy aftermath of Brexit. Nationalist forces have gained strength, and upcoming elections in France, Germany, and the Netherlands will test the future of the European project. The potential unraveling of the European Union is one of the greatest challenges we face today — a fact that is lost amid the many other alarming developments competing for attention. We cannot afford to lose Europe’s balancing voice in the world.

Exacerbated regional rivalries are also transforming the landscape, as is particularly evident in the competition between Iran and the Persian Gulf countries for influence in the Middle East. The resulting proxy wars have had devastating consequences from Syria to Iraq to Yemen.

Many world leaders claim that the way out of deepening divisions is to unite around the shared goal of fighting terrorism. But that is an illusion: Terrorism is just a tactic, and fighting a tactic cannot define a strategy. Jihadi groups exploit wars and state collapse to consolidate power, and they thrive on chaos. In the end, what the international system really needs is a strategy of conflict prevention that shores up, in an inclusive way, the states that are its building blocks. The international system needs more than the pretense of a common enemy to sustain itself.

With the advent of the Trump administration, transactional diplomacy, already on the rise, looks set to increase. Tactical bargaining is replacing long-term strategies and values-driven policies. A rapprochement between Russia and Turkey holds some promise for reducing the level of violence in Syria. However, Moscow and Ankara must eventually help forge a path toward more inclusive governance — or else they risk being sucked ever deeper into the Syrian quagmire. A stable Middle East is unlikely to emerge from the temporary consolidation of authoritarian regimes that ignore the demands of the majority of their people.

Terrorism is just a tactic, and fighting a tactic cannot define a strategy.

The EU, long a defender of values-based diplomacy, has struck bargains with Turkey, Afghanistan, and African states to stem the flow of migrants and refugees — with worrying global consequences. On the other hand, Europe could take advantage of any improvement in U.S.-Russia relations to reset arms control for both conventional and nuclear forces, which would be more opportune than opportunistic.

Beijing’s hardheaded approach in its relationship with other Asian countries and with Africa and Latin America shows what a world deprived of the implicit reassurance of the United States will look like.

Such transactional arrangements may look like a revival of realpolitik. But an international system guided by short-term deal-making is unlikely to be stable. Deals can be broken when they do not reflect longer-term strategies. Without a predictable order, widely accepted rules, and strong institutions, the space for mischief is greater. The world is increasingly fluid and multipolar, pushed and pulled by a diverse set of states and nonstate actors — by armed groups as well as by civil society. In a bottom-up world, major powers cannot single-handedly contain or control local conflicts, but they can manipulate or be drawn into them: Local conflicts can be the spark that lights much bigger fires.

Whether we like it or not, globalization is a fact. We are all connected. Syria’s war triggered a refugee crisis that contributed to Brexit, whose profound political and economic consequences will again ripple outward. Countries may wish to turn inward, but there is no peace and prosperity without more cooperative management of world affairs.

1. Syria & Iraq

After nearly six years of fighting, an estimated 500,000 people killed, and some 12 million uprooted, Syrian President Bashar al-Assad appears likely to maintain power for now, but even with foreign backing his forces cannot end the war and regain total control. This was evident in the recent recapture of Palmyra by the Islamic State, just nine months after a Russian-backed military campaign had expelled the group. Assad’s strategy to cripple the non-jihadi opposition has worked to empower radical Islamist groups like the Islamic State and Jabhat Fateh al-Sham (formerly the Nusra Front). Non-jihadi rebels have been further weakened by the recent defeat in Aleppo; they remain fractious and undermined by their state backers’ divergent approaches.

The regime’s December recapture of eastern Aleppo marked a cruel turning point, with the regime and its allies succeeding by relentlessly besieging and bombarding civilians. Western diplomats expressed horror and outrage yet failed to muster a concrete response. The evacuation of civilians and rebels ultimately proceeded, haltingly, only after Russia, Turkey, and Iran struck a deal. This troika followed up with a meeting in Moscow to “revitalize the political process” for ending the war. Neither the United States nor the United Nations was invited or even consulted. A cease-fire deal brokered by Russia and Turkey at the end of December appeared to fall apart within days, as the regime continued military offensives in the suburbs of Damascus. Despite the significant challenges ahead, this new diplomatic track opens the best possibility for reducing the level of violence in Syria.

The war against the Islamic State is likely to continue, and there is an urgent need to ensure it will not fuel further violence and destabilization. In Syria, two competing efforts against the group — one led by Ankara, the other by the Syrian affiliate of the Kurdistan Workers’ Party (PKK) — are entangled with the conflict between the Turkish state and PKK inside Turkey. Washington has backed both efforts while trying to minimize direct clashes between them. The incoming Trump administration should prioritize de-escalating the conflict between its Turkish and Kurdish partners above the immediate capture of territory from jihadis. If violence between the two spirals, the Islamic State will be the first to gain.

The Islamic State still claims a caliphate across parts of Iraq and Syria, although it has lost significant territory over the past year. Even if it is defeated militarily, it or another radical group may well re-emerge unless underlying governance issues are addressed. The Islamic State itself grew from a similar failure in Iraq. It is spreading an ideology that is still mobilizing young people across the globe and poses threats well beyond the borders of Iraq and Syria, as recent attacks in Istanbul and Berlin have shown.

In Iraq, the fight against the Islamic State has further undermined the state’s ability to govern, caused enormous destruction, militarized youth, and traumatized Iraqi society. It has fragmented Kurdish and Shiite political parties into rival factions and paramilitary forces dependent on regional backers and competing over Iraq’s resources. The fight to defeat the Islamic State, whose rise has fed on deep grievances among Sunni Arabs, has compounded the damage done by the group’s rule. To avoid worse, Baghdad and the Kurdistan Regional Government need support and pressure to rein in paramilitary groups.

Success in the current U.S.-backed military campaign to retake Mosul, if mishandled, could turn into failure. Besides the regular Iraqi Army, special counterterrorism forces, and federal police who are leading the effort inside the city, local groups are also involved, seeking spoils of victory. Moreover, Iran and Turkey are competing for influence by using local proxies. The longer the battle drags on, the more these various groups will exploit opportunities to gain strategic advantage through territorial control, complicating a political settlement.

Iraq, with support from the United States and other partners, should continue military and logistics support to Iraqi forces pushing into the city and establish locally recruited stabilization forces in areas retaken from the Islamic State to ensure that military gains are not again lost. They will also need to jump-start governance involving local, and locally accepted, political actors.

2. Turkey

A New Year’s Eve attack in Istanbul — which killed at least 39 people — seems like a harbinger of more violence to come. The Islamic State claimed responsibility for the attack, a departure from the group’s general practice in Turkey that could signal an escalation. In addition to worsening spillover from the wars in Syria and Iraq, Turkey also faces a spiraling conflict with the PKK. Politically polarized, under economic strain, and with weak alliances, Turkey is poised for greater upheaval.

The conflict between the state and PKK militants continues to deteriorate following the collapse of a cease-fire in July 2015. Since then, the PKK conflict has entered one of the deadliest chapters in its three-decade history, with at least 2,500 militants, security forces, and civilians killed as both sides opt for further escalation. Clashes and security operations have displaced more than 350,000 civilians and flattened several city districts in Turkey’s majority Kurdish southeast. A PKK-linked double bomb attack killed 45 people near a soccer stadium in Istanbul in December. In response, the government is once again jailing representatives of the Kurdish movement, blocking a crucial channel to a political settlement that must include fundamental rights protections for Kurds in Turkey.

Though rooted in local sentiments, the escalation is also driven by Ankara’s growing concern over Kurdish gains in northern Syria and Iraq. This, and the danger posed by the Islamic State, persuaded Ankara to send its first detachments of troops into both countries, sucking it further into the Middle East maelstrom.

Domestically, President Recep Tayyip Erdogan’s government continues its crackdown on political opposition and dissent and is pushing for constitutional changes to usher in a presidential system — likely to be put to a public referendum in early spring. In the wake of the coup attempt last July, the government launched a massive crackdown, purging more than 100,000 officials.

Turkey’s Western allies, though dependent on a strong NATO partner on Europe’s southern border, have been strongly critical of the government’s authoritarian bent. This adds to the tensions created by stagnating negotiations between the EU and Ankara over Turkey’s accession to the bloc. In November, Erdogan responded angrily to criticism from Brussels, threatening to tear up the March 2016 refugee deal by which Ankara agreed to prevent the flow of Syrian refugees from moving onward to Europe. More than 2.7 million Syrian refugees are currently registered in Turkey; their integration poses significant challenges for the state and for host communities.

Relations with Washington are strained by Turkey’s military escalation with U.S.-allied Kurdish forces in Syria and by Turkey’s call for Washington to extradite alleged coup mastermind Fethullah Gulen. Ankara has reached an uneasy rapprochement with Moscow, and the December assassination of Russia’s ambassador to Turkey has, for the moment, brought the two countries closer together. Ankara is increasingly downplaying its Western alliances and scrambling to make arrangements with Russia and Iran. However, Turkey and Iran are still on a dangerous course, fueled by profound disagreement over their respective core interests in Iraq and Syria.

3. Yemen

The war in Yemen has created another humanitarian catastrophe, wrecking a country that was already the poorest in the Arab world. With millions of people now on the brink of famine, the need for a comprehensive cease-fire and political settlement is ever more urgent. Yemenis have suffered tremendous hardships from air bombardments, rocket attacks, and economic blockades. According to the U.N., approximately 4,000 civilians have been killed, the majority in Saudi-led coalition airstrikes. All parties to the conflict stand accused of war crimes, including indiscriminate attacks on civilian areas.

Saudi Arabia entered the conflict in March 2015 to counter advances made by the Houthis, a predominantly Zaydi Shiite militia viewed by Riyadh as a proxy for its archrival, Iran. Although the Houthis are not closely tied to Iran, it serves Tehran’s interests to have Saudi Arabia stuck in a vicious stalemate in Yemen.

Both sides appear locked in a cycle of escalating violence and provocations, derailing U.N. peace talks. In November, the Saudi-backed Yemeni government led by President Abed Rabbo Mansour Hadi rejected the U.N.’s proposed roadmap. That same month, the Houthi movement and its allies, mainly forces under former President Ali Abdullah Saleh, formed a new government. Despite the challenges, it may still be possible to convince the parties to accept the roadmap as the basis for a compromise that would end regional aspects of the war and return it to an inter-Yemeni process. Much depends on Saudi Arabia’s calculations and the willingness of its international sponsors, especially the United States and Britain, to encourage Riyadh to fully support the political compromise on offer. Failure to get the process back on track carries risks for all involved, as violent jihadi groups, including al Qaeda in the Arabian Peninsula and the Islamic State, are thriving in Yemen’s chaos.

4. Greater Sahel and Lake Chad Basin

Overlapping conflicts across the Greater Sahel and Lake Chad Basin have contributed to massive human suffering, including the uprooting of some 4.2 million people from their homes. Jihadis, armed groups, and criminal networks jockey for power across this impoverished region, where borders are porous and governments have limited reach.

In 2016, jihadis based in Central Sahel launched deadly attacks in western NigerBurkina Faso, and Côte d’Ivoire, underscoring the region’s vulnerability. Al Qaeda in the Islamic Maghreb and al-Mourabitoun remain active while a new group claiming affiliation to the Islamic State is developing. All appear likely to continue attacks targeting civilians, as well as national and international forces. Mali is the U.N.’s most dangerous peacekeeping mission, with 70 personnel killed by “malicious acts” since 2013.

Mali could face a major crisis this year, as implementation of the 2015 Bamako peace agreement threatens to stall. The recent fracturing of the main rebel alliance in the north, the Coordination of Azawad Movements, has contributed to a proliferation of armed groups, and violence has spread to central Mali. Regional powers should use the upcoming African Union summit in January to revive the peace process and possibly bring in groups that are currently left out. Algeria, an important broker of stability in the region, has a key role to play as the deal’s chief mediator.

In the Lake Chad Basin, the security forces of Nigeria, Niger, Cameroon, and Chad have stepped up their fight against the Boko Haram insurgency. At the end of December, the Nigerian president announced the “final crushing of Boko Haram terrorists in their last enclave” in the Sambisa Forest, yet the group has not been vanquished. A leadership quarrel has split the jihadi movement, but it remains resilient and aggressive. Although international attention has focused on Boko Haram’s kidnapping and abuse of women and girls, policymakers should also note that some women joined the movement voluntarily in search of economic and social opportunities. Understanding the various ways women experience the conflict should directly inform strategies to tackle the roots of the insurgency.

The Boko Haram insurgency, the aggressive military response to it, and the lack of effective assistance to those caught up in the conflict threaten to create an endless cycle of violence and despair. If regional governments do not react responsibly to the humanitarian disaster, they could further alienate communities and sow the seeds of future rebellion. States should also invest in economic development and strengthen local governance to close off opportunities for radical groups.

5. Democratic Republic of Congo

The Democratic Republic of the Congo received some good news shortly before midnight on New Year’s Eve when Catholic bishops announced that a deal had been reached to resolve the country’s political crisis. President Joseph Kabila has not yet signed on to the agreement, which requires him to step down after elections are held, sometime before the end of 2017. Despite high levels of mistrust between the parties, the deal mediated by the Congolese Catholic Church remains the best chance for a path forward. The overarching challenge now is to prepare for elections and a peaceful transition in short order, for which solid international backing is essential.

Kabila’s determination to cling to power beyond his second term, in defiance of the Congolese Constitution, met with significant opposition and volatile street protests throughout 2016 — and threatens more widespread violence to come. Congo’s endemic corruption and winner-takes-all politics mean Kabila’s entourage has much to lose, so they may not let go easily. African and Western powers need to coordinate efforts to pull Congo back from the brink and prevent further regional instability. MONUSCO, the U.N.’s largest peacekeeping mission, does not have the capacity to deal with such challenges and would be more effective with a narrower mandate, moving away from institution building and toward good offices and human rights monitoring.

Last September, at least 53 people were killed, mostly by security forces, when demonstrations against Kabila’s rule beyond the end of his mandate turned violent. Clashes between security forces and protesters in several cities around the end of his term, on Dec. 19 and 20, reportedly killed at least 40 people. Violence is likely to continue if the elections are again postponed. The main opposition coalition, the Rassemblement, will be prepared to harness the power of the street to try to force Kabila out. The political tension in Kinshasa is also contributing to increased violence in pockets throughout the country, including the conflict-ridden east.

6. South Sudan

After three years of civil war, the world’s youngest country is still bedeviled by multiple conflicts. Grievances with the central government and cycles of ethnic violence fuel fighting that has internally displaced 1.8 million people and forced around 1.2 million to flee the country. There has been mounting international concern over reports of mass atrocities and the lack of progress toward implementing the 2015 peace agreement. In December, President Salva Kiir called for a renewed cease-fire and national dialogue to promote peace and reconciliation. Whether or not these efforts succeed depends on the transitional government’s willingness to negotiate fairly with individual armed groups and engage with disaffected communities at the grassroots level.

The internationally backed peace agreement was derailed in July 2016 when fighting flared in Juba between government forces and former rebels. Opposition leader and erstwhile Vice President Riek Machar, who had only recently returned to Juba under the terms of the deal, fled the country. Kiir has since strengthened his position in the capital and the region as a whole, which creates an opportunity to promote negotiations with elements of the armed opposition, including groups currently outside the transitional government.

The security situation in Juba has improved in recent months, although fighting and ethnic violence continue elsewhere. International diplomatic efforts are focused on the deployment of a 4,000-strong regional protection force — a distraction that would do little to quell an outbreak of major violence and pulls energy away from the deeper political engagement needed to consolidate peace. The existing U.N. peacekeeping mission in South Sudan, UNMISS, needs urgent reform — which is especially clear following its failure to protect civilians during last July’s spasm of violence in Juba. A glimmer of hope in the country’s tragedy is the delicate rapprochement underway among South Sudan, Uganda, and Sudan that might one day help guarantee greater stability.

7. Afghanistan

War and political instability in Afghanistan pose a serious threat to international peace and security, more than 15 years after U.S.-led coalition forces ousted the Taliban from power as part of a broader campaign to defeat al Qaeda. Today, the Taliban are gaining ground; the Haqqani network is responsible for attacks in major cities; and the Islamic State has claimed a series of attacks targeting Shiite Muslims that appear intent on stoking sectarian violence. The number of armed clashes last year reached the highest level since the U.N. started recording incidents in 2007, with large numbers of civilian casualties. Further weakening of the Afghan security forces would risk leaving large ungoverned spaces that could be exploited by regional and transnational militant groups.

America’s longest war barely registered as a policy issue during the U.S. presidential election. Trump’s intentions on Afghanistan remain unclear, though he has repeatedly expressed skepticism about nation building. His controversial choice for national security advisor, retired Lt. Gen. Michael Flynn, served as director of intelligence for Joint Special Operations Command in Iraq and Afghanistan. Flynn’s proclaimed focus on “radical Islamic terrorism” as the single-most important global threat misdiagnoses the problem, with worrying implications in Afghanistan and beyond. The strategic direction over time must be toward a negotiated settlement with the Taliban, which will require greater regional convergence as well as Chinese involvement. Meanwhile, Russia, Pakistan, and China have formed a working group on Afghanistan with the stated aim of creating a “regional anti-terrorism structure”; Kabul so far has been left out of the trilateral consultations.

Afghanistan’s relations with Pakistan have long been strained due to Islamabad’s support for the Taliban and other militant groups. Tensions increased last fall as thousands of Afghan refugees in Pakistan were forced to flee amid increased violence, detentions, and harassment. Afghanistan’s refugee crisis was made worse by the EU’s plan to deport 80,000 asylum-seekers back to Afghanistan — a politically driven response to a humanitarian emergency. All this on top of the country’s economic crisis adds heavy pressures on a dangerously weak state.

8. Myanmar

The new civilian government led by Nobel Peace Prize laureate Aung San Suu Kyi promised peace and national reconciliation as its top priorities; however, recent flare-ups of violence have jeopardized efforts to end nearly 70 years of armed conflict. In November, a “Northern Alliance” of four armed groups carried out unprecedented joint attacks on urban targets in a key trade zone on the Chinese border, triggering military escalation in the northeast. This does not bode well for progress at the next session of the 21st-Century Panglong Conference slated for February, part of a renewed peace process to bring together most of the country’s major ethnic armed groups.

Meanwhile, the fate of the Muslim Rohingya minority is drawing renewed international concern. The population has seen its rights progressively eroded in recent years, especially following anti-Muslim violence in Rakhine state in 2012. The latest round of violence in Rakhine was sparked by a series of attacks in October and November targeting border police and military in an area near Myanmar’s northwestern frontier with Bangladesh. Security forces hit back hard in a campaign that made little distinction between militants and civilians, with allegations of extrajudicial executions, rapes, and arson. By mid-December, the U.N. estimated that around 27,000 Rohingya had fled to Bangladesh. More than a dozen fellow Nobel laureates issued an open letter criticizing Aung San Suu Kyi for her failure to speak out about the abuses and calling for full and equal citizenship rights for the Rohingya.

The initial attacks were carried out by an armed group known as Harakah al-Yaqin (“Faith Movement”), whose emergence is a potential game-changer in Myanmar. Although the Rohingya have never been a radicalized population, the government’s heavy-handed military response increases the risk of spiraling violence. Grievances could be exploited by transnational jihadis attempting to pursue their own agendas, which would inflame religious tensions across the majority Buddhist country.

9. Ukraine

After almost three years of war and roughly 10,000 deaths, Russia’s military intervention defines all aspects of political life in Ukraine. Divided by the conflict and crippled by corruption, Ukraine is headed for even greater uncertainty. Trump’s professed admiration for Russian President Vladimir Putin scares Kiev, as do rumors that the United States may decide to scrap sanctions against Russia. Implementation of the February 2015 Minsk peace agreement is stalled, effectively bringing Russia closer to two of its goals in the Ukraine conflict: the establishment of permanent pro-Russian political entities in eastern Ukraine, as well as normalization of its annexation of Crimea that started the war in 2014.

Across Ukraine, there is growing disillusionment with leaders who were brought to power by the Maidan demonstrations of early 2014 but who now increasingly resemble the corrupt oligarchs thrown out. Western support for President Petro Poroshenko is ebbing due to Kiev’s unwillingness or inability to deliver promised economic reform and robust anti-corruption measures. Poroshenko’s problems may be compounded if early parliamentary elections are held in 2017, in which pro-Russia parties could gain ground.

The United States and EU must press Kiev harder for reforms while using strong diplomacy with Moscow, including maintaining sanctions. Putin must be convinced that there cannot be a return to normalcy in Europe so long as various forms of hybrid warfare are used to keep the situation in Ukraine unsettled. Russia’s tactics — including the use of force, cyberattacks, propaganda, and financial pressures — send a chilling message across the region.

10. Mexico

A high level of tension between the United States and Mexico might seem inevitable after Trump’s campaign pledges to build a border walldeport millions of undocumented immigrants, and terminate the North American Free Trade Agreement. He also famously characterized Mexican immigrants as drug dealers, criminals, and rapists and drew on support from white nationalist groups. In an early effort to avoid future confrontation, Mexican President Enrique Peña Nieto invited candidate Trump to visit the country in September — a move that initially backfired with a Mexican public already angry about high crime, corruption, and a weak economy.

Peña Nieto knows Mexico cannot afford to make an enemy of its mighty neighbor. Mexico’s political and business elites are reportedly out in force to convince Trump and his advisors to modify stated positions on immigration and free trade.

If the United States were to pursue a policy of massive deportations, this would risk triggering an even worse humanitarian and security crisis. Refugees and migrants from Mexico and Central America are fleeing epidemic levels of violence combined with endemic poverty. A 2016 survey found that armed violence in Mexico and the Northern Triangle had killed around 34,000 people, more than were killed in Afghanistan over the same period. Stepped-up deportations and border enforcement tend to divert undocumented migration into more dangerous channels — benefiting criminal gangs and corrupt officials. The United States can better serve its own interests by strengthening its partnership with Mexico to address the systemic failings that give rise to violence and corruption.

Why EPRDF Deny Ethiopian National Identity?

The question whether there is a shared Ethiopian national identity or Ethiopiawinet (ኢትዮጵያዊነት) has recently become a hot issue. The main purpose of this article is to examine some of the reasons that appear to lead to a denial of a shared Ethiopian national identity or something close to a denial but not quite a categorical denial of a shared Ethiopian national identity.  From the very outset, it is important to understand this: A careful understanding of the reasons that lead to denial of Ethiopian national identity or closely related views will pave a way for a clear understanding of Ethiopian national identity, what it consists in or how it is manifested.

 

A caveat: Achieving the goal of this article need not be predicated on the fact that there is a settled view or that there is a consensus on what we mean by a shared Ethiopian national identity. One key reason why the success of my discussion need not depend on the fact that there is a settled view or a consensus regarding what Ethiopian national identity is because the very fact that some deny it presupposes that there is a view, whatever it is, that is being denied. What is being denied must be referred to one way or another for the denial to make sense. Since it is plausible to assume that those who deny Ethiopiawinet, in whatever way they deny it, must deny what they take to be Ethiopiawinet, at least there is a notion of Ethiopiawinet that is being denied or disputed. It is incumbent upon the deniers of a shared Ethiopian national identity to say exactly what they are denying. Likewise, it is incumbent upon the proponents of a shared Ethiopian national identity to say what it consists in or how it is manifested. Note that I am not proposing a positive project in this article. I am only evaluating the reasoning that leads to a denial of Ethiopiawinet.

The reasons for the denial

Let us consider some of the reasons that appear to have led to a view that there is no shared Ethiopian national identity. Another caveat: In much of this piece, I will focus on   categorical denial of shared Ethiopian national identity rather than a qualified denial that goes as follows: Ethiopian national identity as an all-inclusive identity for all Ethiopians does not exist or has never existed. I will later show that a qualified denial collapses to a categorical denial. If that is the case, I will focus on denial of Ethiopian national identity; hence, the title of this piece.

An argument from marginalization. I take this to be the major argument. This argument focuses on the marginalization of an ethnic group or groups in the following areas, among others:  languages, cultures, political power, and access to economic resources in the formation of modern Ethiopia, and in one form or another at the present day Ethiopia. Among prominent deniers of Ethiopian national identity a case in point is some Oromo elites.  It is uncontroversial to claim that in the formation of the modern Ethiopian state many ethnic groups were treated in manners that are unjust in various ways. Among other things, languages and cultures of most ethnic groups, especially the Oromos and people in the Southern part of Ethiopia did not have advantages comparable to that of the dominant Amhara-Tigrayan ruling class. The result of which is that a large part of the cultures and languages in Ethiopia have been Amharicized at the expense of developing other languages, mainly Afan Oromo which is spoken by the largest ethnic group in Ethiopia.  Granted.  [There are nuances that need not concern us for now]. Now what follows from this fact?  Obviously, denial of a shared Ethiopian national identity does not follow. Here are a few reasons why denial of Ethiopian national identity is not the most plausible conclusion from a premise that focuses on marginalization. Note that to say that denial of Ethiopian national identity does not follow or is not the most plausible response to the issue under consideration does not mean that what had happened in the formation of modern Ethiopia was right and without flaws. Not at all!

First, adequately understanding and addressing the root causes for marginalization of cultures and languages, lack of access to political power and economic resources for various ethnic groups need not require rejection of a shared Ethiopian national identity. Formation of cultures and identities is a complex process that does not admit only a seamless, linear direction. The marginalized people in question did actually contribute to the overall cultural fabrics in Ethiopia though the extent of the contribution falls short of dominance. For example, the Oromo culture in its various manifestations has contributed to the overall Ethiopian culture. To think of “Ethiopian” or “Oromo” culture without one affecting the other is to think only in abstraction and unrealistic.  The fact that the contribution of the Oromo culture or language is not dominant like the Amhara-Tigrayan dominant cultures does not mean the Oromo and the people from the South never contributed anything culturally speaking to the overall cultures in Ethiopia. The shared Ethiopian identity can hardly be theorized in abstraction without the concrete interactions in cultures and languages in Ethiopia.

Second, it is crucial to distinguish the role of a state and the role of fellow citizens when it comes to the issue of marginalization of various ethnic groups, their culture and identity. It is a matter of fact that the head of state of a country like ours can only come from one ethnic group or another or in the case of a person from a mixed ethnic heritage we can have such a head of state, too. It is also a matter of fact and human nature to tend to treat people from one’s ethnic group in preferential terms. It is not unexpected or surprising to see that when the head of state is from one ethnic group that there is a tendency for that head of state to treat people from his/her ethnic group in a favorable way. But this need not be taken to suggest that the majority of people who belong to the ethnic group of the head of state are beneficiaries of various things in various ways just because the government is mostly composed of people from their ethnic group. Now, in this connection, there is an important point that must be noted: Even if the majority of people who belong to the ethnic group of the head of state are not beneficiaries economically and politically there is another way in which they can experience a benefit, which is an experience of a sense of superiority—typically psychological, which can be manifested in social interactions.

This experience of feeling superior to other ethnic groups can and does manifest itself in the use of derogatory terms to refer to people who do not belong to the ethnic group of the regime in power. No need to mention the derogatory terms with which various ethnic groups were called during the period of the Amhara-Tigrayan dominance in the Ethiopian state formation. As a matter of fact, using derogatory terms to belittle and degrade people from other ethnic groups is not limited to those who belong to the regime in power due to their association with the regime in power in virtue of their ethnic identity. Using derogatory terms for people from other groups, ethnic or religion, or other categories people use to distinguish themselves from others, is a universal human phenomenon. I call this innocent but unfortunate human experience. It is “innocent” because it is often a result of ignorance of the fact that there are no superior or inferior people, but people do hold a false belief about others. It is “unfortunate” because it is always with us and will always be with us, to one degree or another.

Recognizing Derogatory Terms

Now, let us further develop the role of derogatory terms in the debate regarding Ethiopian national identity. What is the role of the derogatory terms used by people from the dominant culture? It is hard to establish how many people had engaged in using derogatory terms in reference to ethnic groups such as the Oromos by the Amharas, etc. Should all Amharas ever existed be held accountable for the use of derogatory terms, say, in reference to the Oromos?  How do we go about determining an answer to this question? Similarly, what should people from the South, say, from Wolaytta, do about the fact that they were also called in derogatory terms during the time of the Amhara-Tigrayan dominance in Ethiopian history? I know the experience firsthand. What should someone like me do to this experience? I see no reason that leads to the denial of Ethiopian national identity as a reasonable response to such experiences. There is no reason to believe that the state had forced, by law, individual citizens to refer to people from other ethnic groups in degrading ways. After all, we all know that referring to people from other groups in derogatory terms is not limited to those who belong to an ethnic group of a dominant culture or the ruling class at one point or another. Having said this, I am not, by any means, condoning any use of degrading and belittling   terms by any group whatsoever. How we handle such human experiences makes a huge difference going forward.

Properly Handling Derogatory Terms

Those of us who have had opportunities to study and reflect on the human nature and the human condition find no basis in reality that justifies referring to fellow human beings in derogatory terms. We all know that we are all humans and all human beings deserve to be treated with dignity, period. Furthermore, we all know that identity formation allows mixing myths with truth in such a way that encourages a tendency for people to falsely believe their ethnic group or any group they belong to is better than others. Since we  know this and we know that this is wrong, the right response to the use of derogatory terms is to educate  people that we are after all humans and there is no better human or superior human since we all belong to the same family—the human family. I think the right response to those who called us names is not to respond in kind. Remember that no ethnic group is blameless when it comes to referring to others in derogatory terms. Hence, there is no moral ground that justifies responding in derogatory terms to those who call us in derogatory terms. There is no moral progress in doing so. It is rather a regress. Repeating the past mistakes and expecting a better future is paradoxical and futile.

Those victims of derogatory terms who understand and know why people engage in such degrading human actions can rightly have a pity on those who called them names and can forgive them because those who truly believe that we all deserve to be treated with dignity would not engage in such belittling actions. It is better to forgive them than to respond in kind since to respond in kind is to repeat the same mistake. However, this does not mean that those who belittled their fellow human beings would have nothing to do about their actions. The right thing for them to do is to apologize to the victims of their dehumanizing actions when that is feasible and possible. Now the real question is how we, as a society, can engage in apologizing to our actions and forgiving those who wronged us. It is easier suggesting the above as a general solution to our societal ills in the midst of examining the question why one would deny Ethiopian national identity, but the practical way to handle the suggestion is complicated. From what I argued above, one thing seems to be clear: Denial of Ethiopiawinet is not the most reasonable response to such experiences from our shared yet flawed history.

Furthermore, consider this scenario: Take the Oromo people and the Amhara people. Now to the questions: Are the whole living Amhara and Tigrayan people expected to apologize to the Oromos and other ethnic groups for the practice of using derogatory terms for generations? Is it the case that we have evidence that all Amhara and Tigrayan people have engaged in such degrading actions against all other ethnic groups because the Amhara and Tigrayans belonged to the dominant culture? Or, is it the case that the Amharas and Tigarayans in power have made it an official policy of the state to degrade people who are not members of the dominant culture? Do we have in our history something like the experiences of African-Americans who were denied, for example, to vote, to intermarry with the whites, to live in the same neighborhoods with the whites or to go to the same school with the whites? Also, as I suggested above, no ethnic group is completely free from using terms to belittle others even when the others belittled are not part of the dominant culture or they are not part of the ruling class. What should we do about all these? Did the Oromos actually never commit anything that violated the rights and dignity of members of any other ethnic groups or even fellow Oromos in the long history of state formation or scrambling over scarce economic resources? Are all Oromos innocent of any wrongdoing? All of us know that typical state formations and scrambling over scarce economic resources lead to conflicts and animosity among any people groups.  When we talk about state formation, we are not talking about a “democratic Ethiopia” a hundred years ago while we’re acutely aware of the fact that there is no democratic Ethiopia even at this very moment in our history. The examples about the Amharas and Tigrayans and the Oromos are only meant to illustrate the issues under discussion. I am not suggesting that these are the only ethnic groups who carry scars from the time of state formation over the centuries. The moral of the preceding questions is this: Our view about our past must be realistic and it must be based on an adequate understanding of state formation that had very little or no room to discourage human rights violations.  One thing is clear: The way we understand our past and how we handle it makes a significant difference to the future we want to have and shape. Furthermore, to understand our past does not imply that we should accept everything from our past uncritically or we should believe that our past is without flaws. Neither view is correct.

The State vs the Citizens

Going forward, in my view, an open and honest national conversation on this topic is absolutely important. A government can facilitate such a national conversation. [Note: I did not say “the government”—the regime in power.] However, to be realistic, a government can hardly control what people believe about others in such a way that ethnic stereotypes and false beliefs about others will somehow go away. That is an impossible task for any government. The role of the state or a government and citizens must be clear and distinguished. The government in the case of Ethiopia can and does impose some policies and institutions with an intention to benefit some people who belong to the ethnic group of the regime in power as it is the case for the current regime in power. In my view, the present Ethiopian government is the WORST example of the past governments in our history. Consequently, the regime in power itself and its predecessors are part of the inherited problems we, as a society, need to deal with. In this connection, to fight the regime in power for its unjust policies and institutions must be distinguished from addressing issues of grievances with fellow citizens. There is no readily available formal platform for citizens to address historical grievances which I am aware of. To facilitate inter-ethnic reconciliations we need to create platforms where citizens can address social ills they caused to one another in a realistic manner, when that is possible.  I am just making a suggestion in general terms. It is for all of us concerned citizens to work out on a sketch and details of how we can go about seeking and achieving reconciliation and peace among fellow citizens.

Finally, in my view, the Ethiopian government is the greatest obstacle for any progress we want to make as a people. If we have a government that listens to the grievances of its citizens and responds to the cries of its citizens, Ethiopia as a country can be a place where the citizens from any ethnic group can live together in peace and with dignity. A response to all the injustices and crimes committed against the Oromos, the Amharas, and other ethnic groups in Ethiopia, in my view, need not lead to denial of Ethiopian national identity. What must be denied is the legitimacy of the brutal regime in power which never had legitimacy to govern Ethiopia in the first place. There is no compelling reason why a democratically elected government in Ethiopia cannot meet the just demands of the Oromo people, or the Amharas, and other oppressed people in Ethiopia.  The fight, going forward, should be against the regime that brutalizes citizens from any ethnic group whom the government believes are threats to its grip to power.

To make a case for an all-inclusive Ethiopian national identity on the premise that Ethiopian national identity has never been all-inclusive for citizens from all ethnic groups comes down to this:  The reason that some ethnic groups, more than others, have been subjected to unjust treatments, that they have been deprived of their rights politically and economically including the marginalization of their languages and cultures is due to the governments that have ruled Ethiopia over generations. Hence, a realistic response to such injustices and oppression is fighting the regime in power to bring about a much needed change for all the oppressed people in Ethiopia. Rejecting Ethiopiawinet as oppressive or exclusive and unjust to some ethnic groups need not be the name of the struggle since there is no Ethiopiawinet, or institutionalized Ethiopian national identity that commits acts of injustice and oppression against some ethnic groups or others. The real oppressor, which is the enemy of all oppressed Ethiopians, is the Ethiopian government, which is not synonymous with Ethiopiawinet or Ethiopian national identity. Ethiopiawinet need not be identified with the Ethiopian government because the two are not identical. For example, Ethiopiawinet will not go away when the regime in power goes away.  Denying legitimacy to the brutal regime in power, which is what the people of Ethiopia need, must be distinguished from denying Ethiopian national identity [categorical or qualified] since there is no compelling reason to deny the latter when there are compelling reasons to deny the legitimacy of the former. It is very important to have a clear understanding of what Ethiopian national identity is, but we do not need to settle this debate in order to fight the number one enemy of the Ethiopian people about which we do have a clear understanding. Seeking an answer to the question regarding what Ethiopiawinet consists in need not distract us from fighting the enemy of the people of Ethiopia with urgency and resolve as one people.

Hundreds of Ethiopian-Israelis Rejecting Mandatory Military Service In Protest of Institutional Racism

In Israel, hundreds of citizens of Ethiopian descent are refusing to serve reserve duty in the Israel Defense Forces, citing racial discrimination by the Israeli government in various state agencies, including the police.

As David Sheen reported in the San Francisco Bay View, more than 300 Ethiopian Jews have made the decision to refuse any military order to report for duty, including soldiers from all Israel Defense Forces infantry brigades and specialized commando units. As long as the nation fails to respect their civil rights, these Black “refuseniks” say they will fail to respect their obligations to the state.

“So, let me get this straight: If my rights don’t exist, why should I have to do reserve duty?” asked Avishai Malson Tzaghon, an Ethiopian Israeli, in a video interview with the Bay View. “Our issue is not with the army. We are not saying that the army is the problem. It’s the state. The army is an arm of the state. We say to the state that we are starting off by no longer doing reserve duty.” Tzaghon said he also may stop fulfilling other obligations.

“As long as the policy of discrimination and exclusion and disparaging treatment towards Ethiopian émigrés does not change, don’t bother talking to us about doing reserve duty,” refusenik Jajaw Bimro said.

Like people of African descent in other white-dominated nations, Ethiopian Israelis experience racism in their daily lives. Tebeka, a legal aid society that provides free legal services to Ethiopian Israelis, strives to help in combating it. Racial discrimination affects all Israelis of Ethiopian origin, says Fentahun Assefa-Dawit, Tebeka’s executive director, particularly those who were born and/or raised in Israel, served in the army and now want to be an equal part of Israeli society.

“And with that, there was some grievance, discontent and even anger about why these young people who served in the army should be treated differently than any others,” Assefa-Dawit told Atlanta Black Star, “because in the army, they are committed, they serve the country and fulfill their duties as citizens here In Israel.” He said only a “small number” of Ethiopian Israelis have refused to serve.

In Israel, all able-bodied 18-year-olds are required to serve in the military, men serving for three years and women for two, though there are religious exemptions. While there were very few secular draft dodgers in years past, in recent years, the number of Israelis declining to serve has increased to 28 percent among men and 42 percent among women, according to the Bay View.

Some of those rejecting further service are in fact already in the military. According to the Israeli nongovernmental organization Breaking the Silence, some combat veterans who were stationed in the Occupied Territories and charged with controlling the daily lives of the Palestinian population have refused to return to duty. In an effort to end the racist occupation, the organization has compiled testimony from 1,000 veterans who have witnessed the human-rights abuses that have resulted because of it.

“Soldiers who serve in the Territories witness and participate in military actions that change them immensely. Cases of abuse towards Palestinians, looting and destruction of property have been the norm for years but are still explained as extreme and unique cases,” the group says on its website. “While this reality is known to Israeli soldiers and commanders, Israeli society continues to turn a blind eye and to deny what is done in its name.”

Assefa-Dawit said that the institutional racism facing Israel’s Black Ethiopian population as a whole “includes discrimination, violence, racism in policing and excessive policing. It includes discrimination in public places, in universities and colleges, and everywhere.” He did say, however, that there has been heightened awareness of racism and discrimination toward Ethiopian Israelis and movement to improve the situation over the past few years.

Tahunia Rubel, an Ethiopian-born Israeli model and actress, put it bluntly: “Israel is one of the most racist countries in the world,” Rubel said in an article in the daily newspaper Yedioth Ahronoth, where she criticized Israeli society, government and police. “People in Israel find it strange to see an Ethiopian woman who behaves like an Israeli.”

Ethiopian-Israeli journalist Revital Iyov echoed Rubel’s sentiment in a commentary in the newspaper Haaretz. She made particular note of the dual oppression Ethiopian women face in Israel, pointing out that Rubel herself has received racist comments from white Israelis who called her “a disgusting African” and told her to “Go back to Ethiopia.”

The journalist condemned the rampant racism in Israel, stating that minorities are accepted only if they remain quiet, stop complaining and show gratitude. “Israel commits racist crimes” Iyov said. “A prominent example is the police violence during the demonstrations by young Ethiopian men and women a year ago. Another example is the investigation that revealed the pressure on Ethiopian women to receive shots of the birth control hormone Depo-Provera before immigrating.”

In addition to facing discrimination in employment, housing and other facets of daily life — even having their blood thrown in the trash when they donate, as the Bay View reported — Ethiopian Israelis also experience harassment from law enforcement. In August, Israeli Police Chief Roni Alsheich claimed publicly that it is natural for police to be more suspicious of Ethiopians because immigrants commit more crimes, according to Haaretz.

The trigger that led to a wave of mass demonstrations among Black Israelis was the unprovoked attack and detention by two white police officers of Damas Pakada, a Black IDF soldier, in April 2015, Fssefa-Dawit told ABS. Calling it the “straw that broke the camel’s back,” Assefa-Dawit said that single incident mobilized the Ethiopian community, leading Prime Minister Benjamin Netanyahu to form an inter-ministerial committee. The committee, of which Assefa-Dawit is a member, made 53 recommendations to eradicate racism in Israel, 17 of which were directly related to police violence.

“We started another process with the police themselves where we demanded the police go out and announce that there is racism and discrimination against Ethiopian Israelis, that there is police violence against Ethiopian Israelis,” Assefa-Dawit said. “The police chief acknowledged that and we came forward with a list of demands to the chief of police.”

Those demands included introducing body cameras to the police force (15,000 Israeli police officers will wear them), controlling and monitoring the use of tasers by police, mass recruitment of Ethiopian-Israelis to the police force and among higher-ranking police officers, and language accessibility during interrogation.

“When teenagers are being interrogated, the parents have to be present. But what good will it do if the parents do not understand the language?” Assefa-Dawit said, noting that during interrogations involving Ethiopian Israelis, police must now have an interpreter or a bilingual officer present who speaks Amharic. Police also have agreed to begin the process of writing a code of conduct for officers to improve trust with the community.

While Assefa-Dawit said change is taking place — the number of Black police officers is increasing, the police force is recruiting lawyers and academics, and Ethiopian Israelis are now among those training police officers — much more must be done. Yet, he believes the police have reached a “point of no return” in understanding they must address the public’s mistrust of police, increase their cultural sensitivity and improve their image, which is low among the Ethiopian Israeli, Haredi (Orthodox) and Palestinian communities.

“I want to hold accountable the Israeli government, the Israeli society for the values they say they have,” Assefa-Dawit said. “I want them to look in the mirror and know what they are doing is wrong, and stand up for their declared values.” He also said that the reforms stemming from the Ethiopian Israeli community will ultimately benefit the entire society.

In the meantime, Assefa-Dawit wants his people to believe in themselves. He wants them to take action, make the system responsive and know that they are as good as — if not better than — any white person.

“Yes, there is racism and discrimination. Yes, we have to come up with a solution to eradicate it, and we do that by being stronger,” Assefa-Dawit said, urging Ethiopian Israelis to project strength and confidence, as they will be treated accordingly.

Ultimately, Assefa-Dawit said the Ethiopian Israeli community wants less violence against them and more Black people serving on the police force and as high-ranking officers. “Demonstrations are important to reach a solution, but demonstrations are not going to be an aim,” he said. “They are a tool to achieve an end, to make life better, to reach justice and equality.”

Which Country Has More Nuclear Arsenal?

President-elect Donald Trump and Russian President Vladimir Putin both expressed their support for expanding their respective nations’ nuclear capabilities in separate statements on Thursday.

The Russian leader told an annual meeting with his chiefs of defense that the Russian arsenal was already capable of overcoming any potential aggressors, but that nuclear expansion should be a goal for the upcoming year. Later that same day, Trump tweeted his desire to “greatly strengthen and expand” the U.S.’ nuclear capability until “the world came to its sense” on nuclear warfare.

Both Washington and Moscow control two of the largest nuclear arsenals in the world. The United Nation’s 1968 Non-Proliferation of Nuclear Weapons Treaty recognizes only five countries as being nuclear-weapon states, which represent the five permanent members of the National Security Council – the United States, Russia, China, the U.K. and France. Other countries, such as Pakistan, India and North Korea, have openly developed and detonated nuclear weapons despite not signing the treaty. Israel has intentionally hidden its nuclear program, maintaining a policy known as “nuclear ambiguity” or “nuclear opacity” through which it neither confirms nor denies its nuclear capabilities.

Nine countries in total were believed to possess nuclear weapons. Nations often keep the precise number of nuclear armaments they possess confidential, but leading experts have compiled figures estimating just how many nuclear weapons there are out there and who has them. As the two largest nuclear-capable countries consider expanding their arsenals, here’s a look at the existing state of affairs:

Putin was not lying when he said Russia’s nuclear arsenal overshadowed its opponents. Russia is believed to possess 7,300 weapons in total. Moscow detonated its first nuclear weapon in 1949, soon after the end of World War II and during the early stages of the Cold War with the U.S. The nuclear arms race was a primary area of competition between the two countries and partially responsible for the vast size of their nuclear arsenals today.

With an estimated 6,970 nuclear weapons, the U.S. is not far behind Russia. The country’s modernized military, which easily dominates in number and quality of aircraft carriers, also gives the U.S. a distinct tactical advantage. The U.S. was the first nation to develop nuclear weapons and the only nation to have ever conducted nuclear warfare, launching two atomic weapons on the Japanese cities of Hiroshima and Nagasaki in 1945 during World War Two, killing an estimated 225,000 people and injuring many more.

France hasn’t let the end of the Cold War keep it from stockpiling up to 300 nuclear weapons, the largest stockpile in Western Europe. France conducted its first nuclear test in 1960 and, despite eliminating about half of its nuclear arsenal since the late 1980s, the country has pushed for more nuclear deterrent cooperation with the U.K.

China boasts the largest nuclear arsenal in Eastern Asia, with around 260 warheads. Beijing’s communist government began pursuing nuclear technology soon after taking over in 1949 and conducted its first nuclear test in 1964. Since then, China has advocated for disarmament and expressed Friday that it was “paying close attention” to Trump’s rhetoric on the matter.

The U.K.’s political players have questioned the future of the nation’s estimated 215 nuclear weapons. The country’s close relationship with the U.S. and popular support for non-proliferation have led some to speculate as to whether the country’s nuclear arsenal was necessary to maintain. Hawks, however, say that Russia’s military expansion mean the possession of nuclear weapons is as relevant as ever.

Pakistan is thought to maintain around 130 nuclear weapons. The nation’s nuclear history began in 1972 when then Prime Minister Zulfiqar Ali Bhutto urged politicians to support such a program to defend against its southern rival, India, which had also pursued nuclear weapons. The Pakistani-Indian conflict has been widely considered a flashpoint for nuclear warfare and border skirmishes between the new countries often raise fears of all-out war. Pakistan has rejected to adopt the “no first-use” policy, allowing it to respond to Indian aggression with nuclear warheads. However, analysts have said the dire consequences and close proximity of the nations make this an unlikely outcome.

India possesses about 120 nuclear weapons, according to experts. India conducted its first nuclear test in 1974 and did not detonate another until 1998. Unlike its rival Pakistan, India has adopted a “no first-use” policy, meaning it would not launch nuclear strikes unless it was clear that the other side would attack first. Still, Foreign Secretary Aizaz Chaudhary said last year that nuclear warfare against Pakistan was not off the table. Some analysts say that, despite the tense situation between India and Pakistan, their nuclear arsenals actually deter war. Others have argued that they allow the possibility of mass destruction.

Israel deliberately maintains a shroud of secrecy over what’s believed to be an arsenal of about 80 nuclear warheads. In the 1950s, Tel Aviv pursued a top secret campaign to acquire parts necessary for nuclear development with confidential help from France. Not even Israel’s greatest ally, the U.S., was fully made aware of Tel Aviv’s nuclear aspirations. Israel has rejected inspections of its Dimona facilities from the International Atomic Energy Agency and only allows limited access to Washington. Israel’s nuclear capabilities have angered its Arab neighbors, some of which faced significant international criticism for pursuing nuclear warheads in the past and have threatened to walk out on current treaties if Israel maintains its arsenal.

Unlike Israel, North Korea has been eager to show off its nuclear arsenal, estimated at fewer than 10 warheads. The reclusive, authoritarian state carried out its first nuclear explosion in 2006 and has conducted four more tests since. Pyongyang’s aggressive nuclear rhetoric has concerned its rivals, especially its southern neighbor South Korea, which North Korea routinely threatens. The nation’s nuclear program has also made it a target of severe international sanctions, which even its greatest ally China has signed on to.

From uneven development to authoritarian government, the morass of issues facing the city of Gondar offer a snapshot of Ethiopia’s wider problems

In Gondar, a city in Ethiopia’s northern highlands, a lone tourist pauses to take a photo of a fortress built more than two centuries ago. Nearby, past a row of gift shops, lies the wreck of a coach torched during unrest in August.

Gondar, known as “Africa’s Camelot”, was once the centre of the Ethiopian empire – at a time when that empire was defined mainly by Amhara traditions.
Today, the city is facing new tensions that have a complex history. A territorial dispute between elites here in the Amhara region and those in neighbouring Tigray has been simmering for at least 25 years.

Tigrayans have been accused by opponents of wielding undue influence over Ethiopia’s government and security agencies since 1991. In recent months, these and other grievances have led to protests, strikes, vandalism and killings in Gondar, causing a drastic reduction in foreign visitors to the tourism-dependent city and an exodus of fearful Tigrayans.

Shops and schools have reopened in Gondar, after the authorities reasserted control in urban areas by declaring a state of emergency on 8 October. But sporadic clashes with the military continue in the countryside.
“We don’t feel like it is our country. We feel like it is the time when the Italians invaded. We are like second-class citizens,” says a prosperous local businessman. Like all interviewees, he requested anonymity due to fear of reprisals from the authorities. Europeans never colonised Ethiopia, but Mussolini’s army occupied the country from 1936 to 1941.

Gondar’s predicament is a microcosm of Ethiopia’s: a toxic brew of uneven development, polarised debate amid a virtual media vacuum, contested history, ethnic tensions, a fragmented opposition and an authoritarian government. Ethiopia’s rulers show few signs of being able to solve the morass of problems, which many believe the government itself caused.

Trouble began in Gondar in July 2015, when word went around that the authorities intended to arrest Col Demeke Zewdu, a former rebel and retired military officer.When security forces tried to arrest Zewdu, who is a member of a committee campaigning over the contested Wolkait territory, armed Amharas protected him and several people, including security officers, were killed.

Wolkait is an administrative district in Tigray that borders Amhara. The committee says Wolkait and others areas were taken out of Gondar’s control by the Tigrayan People’s Liberation Front in 1992, when Ethiopia was divided into a federation along ethno-linguistic lines. Allied rebels led by the TPLF, who unseated a military regime in 1991, introduced the system and still monopolise power.

Critics of the committee point out that a 1994 census found more than 96% of the people of Wolkait were Tigrayan , and that the complaints of annexation stem from the town of Gondar, not the district itself. The activists say the TPLF moved Tigrayans into the area during the rebellion.

The issue struck a chord in Gondar. After Demeke’s arrest, rural militiamen paraded through the city on 31 July, firing bullets into the air during a large, peaceful demonstration. It is thought that the demonstration was facilitated by the Amhara wing of the TPLF-founded Ethiopian People’s Revolutionary Democratic Front (EPRDF) – a four-party coalition that, along with allied organisations, controls all the country’s legislative seats.

A Tigrayan lecturer at Gondar University said he abhors Ethiopia’s ethnicised politics and believes jostling between the Amhara and Tigrayan EPRDF wings lay behind the Gondar violence. The TPLF is the predominant party in the EPRDF, and Amhara National Democratic Movement politicians are seeking greater power, he said. “I don’t believe in parties which are organised on ethnicity. I prefer it to be based on the individual.” An end to ethnic politics would make a resolution of the Wolkait issue possible, he believes.

Among activists from Amhara, disavowal of the ethnicity-based system is at the crux of disagreements over how to oppose the EPRDF. Because federalism formally protects the rights of communities marginalised during previous eras, when Ethiopia was a unitary state, promoting national unity at the expense of ethnic autonomy is often cast as regressive.

Groups promoting Amhara identity within a democratised federation are therefore at odds with those focused on national cohesion, according to Wondwesen Tafesse, a commentator on Amhara issues. “Since most diaspora Amharas support Ethiopianist political parties, they seem to have this fear in the back of their mind that a resurgent Amhara nationalism, and the possible emergence of a strong Amhara political organisation, might undermine their political designs,” said Wondwesen.

In the weeks after Demeke’s detainment, there was more unrest, amid allegations that Tigrayan businesses were being targeted and Tigrayans attacked. People in Gondar say the companies were targeted because of their connections with the regime, rather than the owners’ ethnicity.

Unrest in Amhara was preceded by protests by the Oromo, Ethiopia’s largest ethnic group, who also complain of marginalisation and repression. In response, the government has reshuffled officials – and intensified repression. During the state of emergency, the government has sent at least 24,000 people to camps for indoctrination under rules that allow the suspension of due process. According to the Association for Human Rights in Ethiopia, security forces killed some 600 demonstrators over the past year.

Since the beginning of November, a new federal cabinet has been announced and similar changes made in the Amhara government. But while maladministration and corruption were tagged as the pre-eminent problems, there is little evidence of officials being punished, or of policy reforms. An Amhara government spokesman said systemic changes were not required.

In August, on the outskirts of Gondar near Demeke’s neighbourhood, a crowd looted Baher Selam hotel. It was targeted following a rumour that the Tigrayan security officers allegedly involved in the operation to arrest the colonel were staying there.

Near the wrecked hotel, an elderly lady was roasting coffee beans. On the morning of the incident she was coming home from church when she heard gunshots.Business has since declined and large numbers of unemployed young people have been mobilised against the government, she said.

People here believe Wolkait was part of Gondar throughout history. “If they take that place, where else are they going to take?” the woman asked. “The situation is not going to go back to normal. If you light a match, it’s small – but it can burn a whole area.”

Egypt-Gulf relations tested by Saudi visit to Ethiopia dam

A Saudi visit to Ethiopia and a tweet falsely attributed to a Qatari official have harmed relations between Cairo and Gulf monarchies

Egyptian media lashed out at Saudi Arabia over a high-level Saudi delegation visit to the Grand Ethiopian Renaissance Dam (GERD) during a short trip to Ethiopia on Friday. Experts said the decision to visit the GERD was an act of revenge against Egypt that could deepen tensions between the two countries.

Ahmed al-Khateeb, a senior adviser at the Saudi royal court and board chairman of the Saudi Fund for Development (SFD), visited the site and met Ethiopia’s Prime Minister Hailemariam Desalegn and other officials to discuss GERD’s construction project.

Khateeb’s trip came after the Saudi agriculture minister visited Ethiopia last week, making it the second visit by a Saudi official to Addis Ababa in less than a week.

On Saturday, Egyptian news commentator Mohamed Ali Khayr called on Riyadh to “review its policies before it can only blame itself for what ensues”.

“Egypt is not obliged to continue to contain its reactions towards Saudi Arabia… any interference [by Saudi Arabia] in the GERD project implies a direct threat to Egypt’s national security,” he said on Egyptian TV.

Khayr went as far as accusing Saudi policy makers of being “amateurs” that have caused bilateral relations between the two countries to completely break down as a result of this visit.

On Saturday, Ahmed Moussa, another journalist, threatened Saudi Arabia and the Gulf states that if they were to invest in Ethiopia, their investment would be lost in the Nile.

Moussa continued to condemn the visit over his talk show on Sada al-Balad, an Egyptian satellite TV channel.

“The GERD will not last forever, a volcano might erupt at any moment. So for those looking to invest billions [of dollars] in this project, your money might as well be going to waste,” said Moussa.

‘Egypt has many cards’

Egyptian media personalities were joined in their denunciation of the Saudi visit by several academics who voiced strong criticisms against the Gulf state for its policy.

“You will soon hear that we [Egypt] have the capacity to intervene in the Gulf region’s affairs and provide support for the royals who oppose current Saudi policies,” Tarek Fahmy, a lecturer at the American University in Cairo, told viewers of Sada al-Balad on Saturday.

Fahmy warned Saudi Arabia that Egypt’s patience is waning and that Cairo will no longer accept actions that threaten its national security.

“Egypt has many cards to pressure Saudi Arabia, which we have yet to use,” Fahmy said.

However, he added that Cairo wanted to continue its friendly relations with its “siblings in the Gulf”.

Meanwhile, Egyptian political science professor Hassan Nafaa told Daily News Egypt on Sunday that the visit was an indirect message from Saudi Arabia that it could align itself with anyone if Egypt does not comply with Saudi foreign policy.

Nafaa said the visit will likely increase tensions in Saudi-Egyptian relations, saying that Cairo would not be tolerating Saudi’s implicit support for the GERD.

The 6,000-megawatt GERD, which is not yet 70 percent complete, is situated close to Ethiopia’s border with Sudan. While Ethiopia hopes it will be able to export energy generated by the dam, Egypt has long expressed concerns that the dam might reduce the amount of Nile water it receives, thus affecting its main source of irrigation water.

Relations between Cairo and Riyadh have soured since Egypt voted in favour of a UN Security Council draft resolution by Russia regarding the Syrian civil war.

Egypt took an opposing position to Saudi Arabia by choosing to support the Syrian government and army against rebel fighters – Saudi’s envoy to the UN described Egypt’s vote as “painful”.

Since the vote, the Saudi ministry of petroleum said that Aramco, the Saudi state-owned oil company, has suspended its oil aid to Egypt but that the five-year agreement is still in effect.

Egyptian officials, including President Abdel Fattah el-Sisi and foreign minister Sameh Shoukry, have repeatedly denied any tension with Saudi Arabia.

Qatari-Egyptian relations shaken

As Egypt’s alliance with Saudi Arabia continues to deteriorate, bilateral relations with Qatar have also been tested in a new series of obstacles.

Tensions grew after a Qatari national wrote on Twitter that Qatar will no longer be issuing work permits for Egyptians.

“Qatar has been extremely patient in regard to Egypt’s ‘dirty’ policies. It is now time for payback,” he added in the tweet.

After the tweet was mistakenly ascribed to deputy Qatari minister of trade Sultan bin Rashed al-Khater, news of Qatar’s “new policies” spread across Egyptian media platforms with Egyptian commentators condemning the alleged move as an official decision to deny Egyptians entry into the Gulf state.

Spokesperson for the Egyptian prime ministry, Ashraf Sultan, issued a statement denying that Egyptian labourers had been expelled from Saudi Arabia and Qatar and confirming that the news was only a rumour.

In a television interview on Egyptian satellite TV channel Alassema 2, Sultan said: “We are completely transparent when it comes to information we receive. Any changes would be communicated directly to you all.”

Sultan said citizens should verify information before circulating it to avoid the spread of rumours such as this, it was reported by Elwehda news website.

At the same time, the minister of manpower, Mohamed Saafan, denied reports that Qatar had decided to reject applications by Egyptians for work permits, adding that there were 150,000 Egyptians working in Qatar at the moment.

Saafan said he met with the Qatari minister of labour on Thursday to discuss the rights of Egyptian workers in Qatar, highlighting that Egyptian-Qatari relations continue to be fully respectful.

Meanwhile, Egyptian commentator Jaber al-Qarmouty condemned the Egyptian media for circulating the tweet and building false reports upon it.

“Circulating information without verifying it has resulted in disastrous ramifications, which in this case can only be considered a slap in the face of Egyptian media personalities,” Elwehda news website quoted Qarmouty as saying.

Relations between Qatar and Egypt have been shaken since Doha showed support for former Egyptian President Mohammed Morsi – who was ousted in a military coup led by then General Abdel Fattah el-Sisi. Qatar has also voiced support for Morsi’s Muslim Brotherhood, which was outlawed by Cairo.

Egypt has accused Qatar of using state-funded Al Jazeera news network to tint the image of Egypt’s military by publishing news and documentaries that show the army in a negative light.
